Sorry if this has been covered already. I did a search for "twink" and only saw one article with the word in it, and it didn't really answer my questions.
How are the following situations handled in WoW?
1. Passing high level items to low level characters
2. Casting high level buffs on low level characters
3. Experience point distribution between characters doing damage to a mob
4. High and low level characters in the same group
A lot of people were upset when twinking in EQ became commonplace. I remember when DAoC was in beta I met people who left EQ purely because they didn't like the twinking. In my opinion twinking is a major reason why EQ is still popular though. It will be interesting to see how these situations are handled.
It is a huge decision in my opinion because it affects so much of the gameplay. Twinks running around can potentially spoil the fun for others, yet at the same time it encourages people to start new characters to keep the low end game populated as well. Over the very long term it is ultimately a business decision. What will keep people playing and therefore paying?

from what I've read:
1. everything has a minimum and rec level
2. not sure
3. not sure about group "bonuses"
4. can group but you only get xp from mobs + or - 5 levels. so you can go kill that uber dragon at level 1... but you ain't getting squat for XP

first off items have level limits as to the min level a player can wield/wear it
items go
xxx item
level 20 (10)
or level 20(16)
like that you HAVE To be level in the parenteses or higher to wear/wield it
and the range - that i have seen has not broken 10 levels,, 10-1 20-10 30-20 etc
so at MOST a twink will have level 15 gear at level 5(level 20 at 10 etc etc)...so unless you plan on twinking the char SEVERAL times over the life of the char,.... just say no to twinking.

So far, when grouped you only get exp for mobs that are above or up to 5 levels lower than the highest level player in the group.
Example; The other night my level 19 priest grouped with my girlfriends level 14 warrior. Was helping her do a quest that involved killing level 12 and 13 mobs. Grouped with me she was not getting any experience unless we killed level 14 mobs. Solo she would get good exp from the same mobs.
I have not tested it, but I have been told in game that you can only get experience on mobs up to 5 levels higher than you as well.

That last is not true. At L27 I've soloed a L33 spider and gotten XP for it. Quite a bit of XP in fact. I think it was like 270 pts. Of course, to kill something that much above me took most of my HP, most of my mana, and a healing potion, but with some decent gear I was able to accomplish it.
Now, in comparison, in a full group of 5 people, killing a L30-31 elite, my share of the XP was 205 or so, when I was L26. No way in hell could I solo it, but in a good group like that, we did several at once. So, per mob was less than that way out of line kill I soloed, but was much faster XP in the group, since more mobs in less time with less downtime.
Twinking IS somewhat possible, but as Len said, you'd have to keep passing on newer and newer sets of gear, or pass a bunch of stuff that the twink won't be able to use for 10-15 levels. Generally so far that I've seen, people pass stuff to friends or sell it rather than create SuperTwinks.

ITS ONLY LOWER 5 levels LOWER than the highest char in the group
a group of level 30's could kill a level 90 and get exp (not like they would be ABLE to ,,,but- you know)

other questions:
To the buff question, i've not had any buffs restricted. On the other hand you're not talking virtue and kei here.
In WoW buffs play a helping hand, but don't make or break your character...if you're close a buff will put you over the edge to a win, but it's not going to help you solo something 5 levels above you continuously.
Typical buffs are things like +5 or 6 stamina (about 50 - 100 hp...I forget the conversion), increased intelligence by a couple (additional mana, another 50 or 60 maybe), enhanced spirit (2 or 3 points, anotehr 3 mana/hp per tick),...etc.

The most powerful buffs tend to be the paladin ones, but they have some down sides. Paladin seals can add +8 or more to weapon damage, or +1 mana regen/sec, etc. Multiple paladins stack well, because each person can only have 1 seal from any given pally at one time. So, I could give that rogue either +8 weapon damage or -20% hate generation, but not both at the same time. Get a 2nd pally though, and I can give +damage, he can give hate reduction and they WILL stack.
The other downside to pally seals is that they last for 5 minutes, max. Some more powerful seals last as low as 1 minute. (the +damage to undead line, for example). Stamina buffs from priests and Int buffs from mages last 30 minutes, but have much less dramatic effects.
I THINK there may be some level limits when you get far enough apart, had a L28 mage friend try and cast his new big +10 int buff on my L2 char, and it didn't stick as I recall. That was just the one case though, and we didn't do any extensive testing on it at all.
