Reuse Delay on Stonestance changed?

Did the reuse time on stonestance get changed at 60? I thought my reuse time for this discipline was less than 4 minutes at 60. When I checked reuse recently after initiating a fight it was 4 minutes. I know it may not be accurate, but castersrealm says 3 minutes at 60 for reuse time.

Just an FYI, last night our MTs died and Cazic Thule was tanked for a while by ... a rogue. Yup, a rogue. He tanked until a warrior was rezzed and rebuffed, then he evaded on to the warrior.
