Take a text Editor, or an XML spacific one and mod away.
I personally use Photoshop for images and XMLSpy for XML. These are might pricey.
I would suggest UltraEdit for XML or, I've herd there are other free XML editors.
There, currently, isn't any WYSIWYG EQ UI editors out. Some in the works, but none out yet.
