I have just passed this off feigning ignorance and finally got the you are really ignorant message (failed feign).
Is this some way to map the action window into an isolated section or what.

it allows you to shrink the actual viewing window of the game. if you run at 1600x1200 and set the viewport to 1024x768, you will have alot of black space around the actual viewing window. All of the elements of the UI are moveable to any part of the screen, including the black space. WHich is how I have mine set up.

It allows you to simulate non-fullscreen in the new UI, which I don't understand why anyone would intentionally do. (Ok, I guess I do understand but the idea is not remotely compelling to me.)

Well one reason is that sometimes you want to hold down cursor to look around, or loot a mob, or inspect someone, or con someone/thing and you accidently put the cursor on one of your windows, which either makes your original intention not work, or open up that subwindow, which gets annoying a lot, and yes, this is a very run on sentence, but I dont care, blah bye

people do it, to have the menus outside the view, so the menus don't cover something (whatever this something could be)

I run 1024x768. I think my viewport is set 0 0 1024 600. This leaves the bottom portion of the screen available full time to important windows. Just like movies, a widescreen format is a great use of space, I do much less looking up and down to try to see what's going on. Also, you know how some chat isn't visible in zones that are bright, and other chat isn't visible in zones that are dark, with the background of the chat windows fixed, all chat is readable in all zones.

I'm afraid that:
a) it will cutoff the bottom half of my screen, not being able to see corpses, etc
or
b) everything gets resized, and people become shorter, but yet I can still see everything (sort of how widescreen TV does it sometimes)

Changing the ratio of the viewport works nicely. People definately don't get shorter. Everything looks great. There's just less having to look up and down. It's easy to try out.

I have to agree.
I am a big fan of viewports.
No need to struggle to read some fancy text color against a rainbow background anymore.
Put the chat boxes outside the viewport area, and you get a nice stable clean black background...

change it in game /viewport x x x x first 2 x's are where it starts, second 2 are the actual dimensions

viewport coords run from the upper LEFT corner of your screen to the lower right hand corner of your screen
screen resolution at 1024x768
so /viewport 0 0 1024 768 would fill the whole screen
/viewport 0 0 1024 600 (which btw is what i use)
leaves a 168 pixel wide strip where there is no "game" its all black i have all my windows in this strip
hotkeybox - small box
action
main chat
"hitsmode" chat
group and player info - player info partially overlaps into the game area
target is centered inside the game at the very bottom of the screen
buff box is at the very top right of the screen and partially off screen to create a bit more room
this layout works great.

Best way is to play around with it, until you get a setting that you like. Hell I'm stil messing around with it, cuz I'm never satisfied.....IN BED!!
